The only way I was able to get around this issue was by removing my RX 470 and loading windows with my old R7 360. Even in safe mode, Sapphire Trixx loads, causing artifacting if your clock is set too high. Also, if it helps, my hd 7950 is in the 2nd bios (where it overclocks it to the 925mhz boost) So far, Ive regeddit to disable ulps, went into the msi afterburner config and make unoffical overclocking t. The new betas don't seem to save voltage settings after rebooting, which will cause your GPU to artifact and crash upon loading Windows. Whatever you need to know, TriXX can reveal it. In msi afterburner and trixx, I cant see/change my voltage, its either N/A or just grayed out.
